Kuwait has formally locked in one of its largest infrastructure commitments in years. The State Audit Bureau has confirmed that the engineering, procurement and construction (EPC) contract for the first phase of the Mubarak Al-Kabeer Port on Boubyan Island is valued at 1.28 billion Kuwaiti dinars (US$4.164 billion), and will be carried out by China's majority state-owned China Communications Construction Company (CCCC, 中国交建).

Located at the northern tip of the Gulf in Jahra Governorate, the port is divided into three phases. Phase one calls for a 1,200-metre container berth with an annual handling capacity of 2.7 million TEUs; phases two and three add 14 further box berths, lifting total capacity to over 8 million TEUs. All three phases are slated for completion in 2026.

The signing came after Kuwait's Central Agency for Public Tenders approved the contract, with Prime Minister Sheikh Ahmad Al-Abdullah Al-Ahmad Al-Sabah attending the ceremony. He said the project will "enhance Kuwait's share in regional and international trade and the global supply chain." China's acting Charge d'Affaires in Kuwait, Liu Xiang, said the deal "constitutes participation in the Belt and Road Initiative."

By the government's own estimate, roughly half of phase one had already been completed before the formal EPC contract, and the hub is intended to restore Kuwait's role as a regional commercial and logistics gateway. For China, the deal extends its $24 billion-plus global port network into the northern Gulf and reinforces the deepening of Belt and Road cooperation with Gulf states, alongside rail, power and new-energy projects Kuwait is pursuing with Chinese partners.
