The policy paper — Enhancing ADB's Crisis Response Modalities to Address Energy Supply and Food Price Shocks — updates three existing financing instruments:
Previously focused on broad economic downturns, the facility now explicitly covers energy supply and food price shocks. This enables ADB to provide fast budget support when member countries face severe economic stress from higher energy and food prices, shortages, import disruptions, or fiscal pressure. The facility can fund targeted social protection programs, critical public spending, and measures that strengthen energy and food security — all while maintaining requirements for sound macroeconomic management and debt sustainability.
该工具此前聚焦广泛的经济下行，现明确覆盖能源供应和粮食价格冲击。当成员国因能源粮食价格上涨、供应短缺、进口中断或财政压力面临严重经济压力时，亚行可提供快速预算支持。资金可用于定向社会保障项目、关键公共支出以及能源和粮食安全提升措施，同时保持对健全宏观经济管理和债务可持续性的要求。
ADB's contingent disaster financing will now cover energy- and food-related emergencies. Under the revised framework, disbursement can be triggered not only by an official emergency declaration but also by clear economic indicators: a sharp rise in fuel and food import bills, a worsening current account balance, or significant energy- and food-related inflation. The framework also introduces more flexibility for fragile and conflict-affected situations and small island developing states.
