South Africa's sustained infrastructure reform program has reached a critical milestone. On July 16, 2026, the World Bank Group approved a $1.5 billion Development Policy Loan (DPL) — the fourth in a series of stand-alone operations since 2022 — to support the deepening of reforms across electricity, freight transport, and for the first time, water and sanitation services. Economic modeling by the World Bank projects that these reforms could create the equivalent of nearly 600,000 more and better-paid jobs by 2032.

Reform Results Already Visible

The new financing builds on reforms that are already showing measurable results. According to the World Bank, load shedding has been virtually eliminated for a year and a half, private investment in renewable energy has increased sixfold, and rail and port freight volumes have risen by more than 50% since 2023. These gains represent a remarkable turnaround for a country whose electricity crisis had become a major constraint on economic growth and investor confidence.

"This program reflects our government's determination to remove the infrastructure constraints that have held back growth and job creation for too long," said Enoch Godongwana, South Africa's Minister of Finance.

Three Pillars of Reform

The operation supports three streams of reform:

1. Electricity: Launch of a competitive wholesale electricity market and scaled-up private investment in transmission infrastructure, with a target of 300,000 new household electricity connections by December 2027. Most of the projected jobs impact comes from this pillar, combined with transport.

2. Freight Transport: Introducing competition among private rail operators and executing the country's first-ever port terminal concession — at the strategic Port of Durban, Africa's busiest container terminal.

3. Water and Sanitation (new pillar): Strengthening regulatory oversight, opening the door to private water service providers, and granting greater autonomy to the newly established National Water Resources Infrastructure Agency to invest in bulk water infrastructure.

Job Creation and Regional Significance

The projected 600,000 jobs are expected to materialize progressively: approximately 280,000 jobs by 2027, rising to over 560,000 by 2032, primarily from the electricity and transport sectors. While water reforms are not expected to directly create large numbers of jobs — major users like agriculture and mining already rely on alternative sources — they are projected to bring concrete improvements for millions of households, including less time spent collecting water, lower health risks, and better access for the poorest female-headed households.

The operation was coordinated with development partners including Germany, Japan, the OPEC Fund, and the African Development Bank, signaling broad multilateral confidence in South Africa's reform trajectory.

What It Means for Foreign Investors

For Chinese and other foreign companies considering investments in South Africa — whether in renewable energy, logistics, or manufacturing — the reform progress directly addresses some of the most frequently cited deterrents. Reliable electricity supply, functional ports, and efficient freight logistics are prerequisites for any capital-intensive investment decision.

The energy reform, in particular, opens opportunities for independent power producers and renewable energy equipment suppliers. Africa's largest economy by GDP is demonstrating that sustained policy commitment can reverse even deep-seated infrastructure crises, potentially unlocking significant demand for infrastructure-related goods, services, and technology from international markets including China.

The World Bank's support also provides a de facto quality signal to private investors, reducing perceived political and regulatory risk. As the reforms deepen and the wholesale electricity market takes shape, early movers in South Africa's infrastructure value chain may find themselves well-positioned for the next growth cycle.
