The Philippines' investment landscape is flashing strong bullish signals. The Board of Investments (BoI) approved P461.84 billion (approximately $8.1 billion) worth of investments in the first half of 2026, a 21% jump from the P382.24 billion recorded in the same period last year. The January-June pledges account for nearly 46% of the BoI's P1-trillion full-year target, putting the country on track for a record-breaking investment year.
The energy sector — overwhelmingly renewable energy — dominated the approvals, accounting for P343.47 billion or 74.25% of the total. This was followed by real estate activities (P36.55 billion), air and water transport (P36.25 billion), mining and quarrying (P14.64 billion), hotel and tourism (P7.58 billion), and manufacturing (P7.22 billion). Across 124 approved projects, these investments are expected to create 14,415 local jobs.
"The strong growth in DTI-BoI-approved investments reflects investors' confidence in the Philippines and in the government's reform policies," said Department of Trade and Industry Secretary and BoI Chairman Maria Cristina A. Roque.
The investment surge is supported by a conducive policy environment. The CREATE MORE Act (Corporate Recovery and Tax Incentives for Enterprises to Maximize Opportunities for Reinvigorating the Economy), combined with the Strategic Investment Priority Plan (SIPP) and the Green Lane for Strategic Investments, has streamlined the approval process and enhanced fiscal incentives for qualifying projects.
The Philippines also received a symbolic boost earlier this month when the World Bank reclassified the country as an upper-middle income economy, with gross national income per capita reaching a record $4,850. While this reclassification may gradually affect access to certain concessional financing, it signals to global investors that the Philippine economy has entered a more mature growth phase.
A notable feature of the H1 2026 data is the strength of domestic investment, which surged 41% to P447.32 billion. The Cordillera Administrative Region posted the highest regional pledges at P150.4 billion, followed by Ilocos Region (P144.13 billion) and Metro Manila (P48.78 billion).
Foreign investments stood at P14.16 billion, with Singapore as the top source (P3.15 billion), followed by China (P1.13 billion), the United States (P1.06 billion), Australia (P961 million), and Japan (P873 million). While the foreign share remains relatively modest, the diversity of source countries and the growth trajectory suggest increasing international appetite for Philippine assets.
For Chinese companies exploring opportunities in ASEAN, the Philippines' investment momentum is noteworthy. China was the second-largest foreign source of BoI-approved investments in H1 2026, reflecting growing economic complementarity despite geopolitical headwinds in the South China Sea. The dominance of renewable energy in the approvals pipeline aligns with Chinese companies' strong competitive position in solar, wind, and hydroelectric equipment manufacturing — sectors where Chinese firms are global cost leaders.
The Philippines' transition to upper-middle income status also makes it a more attractive consumer market. With a population of over 115 million and a median age of approximately 25 years, the country offers a demographic dividend that few other ASEAN economies can match. Manufacturing approvals, while currently modest at P7.22 billion, could see significant growth if the government's infrastructure push — particularly in transport and logistics — reduces the cost of doing business.
