Vietnam's foreign direct investment landscape is undergoing a dramatic restructuring in 2026, as fresh investment pledges from mainland China fell by 54% year-on-year in the first half while Singaporean and South Korean commitments surged — collectively accounting for approximately 73% of the country's USD 17.39 billion in newly registered capital.

China's Retreat: More Projects, Smaller Scale

New commitments from mainland China fell to USD 977 million in the first six months of 2026, down from the corresponding period in 2025. Including Hong Kong and Taiwan, Greater China investment declined more than 48% to USD 1.84 billion, with its share of total new commitments dropping to 10.6% from 38.2% a year earlier.

This reverses a trend that saw Greater China become Vietnam's largest FDI source in 2025. Tyler Manh Dung Nguyen, chief market strategist at Ho Chi Minh City Securities, attributed the pullback to heightened uncertainty over US trade policy, including three US Section 301 investigations against Vietnam and stricter scrutiny of transshipment and certificate-of-origin compliance. "Investments primarily aimed at using Vietnam as a transshipment base to circumvent US tariffs have become less viable under tighter regulatory scrutiny," he noted.

Nguyen also noted that some Chinese investment may flow through regional holding structures in Singapore, potentially understating official figures.

South Korea and Singapore: Bigger Bets on Vietnam's Future

South Korea's jump signals larger, more capital-intensive commitments. With project numbers broadly unchanged, the average capital per Korean project surged to approximately USD 25.8 million from just USD 1.1 million a year earlier. Major projects include Samsung's planned additional USD 1 billion investment, LG Innotek's USD 1 billion semiconductor package substrate facility in Hai Phong, an SK Innovation-led consortium's USD 2.2 billion LNG power project, and Lotte's USD 2.3 billion Thu Thiem Eco Smart City.

The Semiconductor Transformation

Semiconductors and AI are emerging as the clearest examples of Vietnam's structural shift up the value chain. In June 2026, the Politburo's Resolution 10 sharpened Vietnam's FDI strategy by naming priority sectors including semiconductors, artificial intelligence and biotechnology. According to HSBC Research, Vietnam's share of global trade in AI-related equipment rose to 12.4% in 2025 from just 1.2% in 2015 — the largest gain recorded by any single economy over the period.

Despite the FDI surge, Vietnam faces a persistent challenge: weak linkages between foreign-invested manufacturers and local suppliers. Under Resolution 10, the country aims to raise its localization rate to 45-50% by 2030 and integrate approximately 10,000 domestic enterprises into foreign-invested supply chains, including 500 to 1,000 Tier 1 suppliers.

Truong Thi Chi Binh, vice-chairwoman of the Vietnam Association for Supporting Industries, emphasized that localization should be measured by value generated — particularly in high-technology components — rather than simply by the value of goods produced domestically. For foreign investors, the implication is clear: Vietnam's FDI environment is becoming more selective, favoring projects that contribute to technology transfer and supply chain development over those aimed solely at leveraging low-cost labor.
