Indonesia has officially launched one of the largest energy investments in its history — the Abadi Masela Liquefied Natural Gas (LNG) project, with an estimated total investment of US$20.9 billion. President Prabowo Subianto is scheduled to officiate the groundbreaking ceremony in the Tanimbar Islands District, Maluku, on Thursday, marking a historic milestone nearly three decades in the making since the production-sharing contract was first signed in 1998.
The Abadi Masela LNG National Strategic Project is being developed by INPEX Masela Ltd, in partnership with state-owned energy giant Pertamina and Malaysia's Petronas. Once operational, the project is designed to produce 9.5 million metric tons of LNG annually (MTPA) , supply 150 million standard cubic feet of pipeline gas per day (MMSCFD) to the domestic market, and produce approximately 35,000 barrels of condensate per day.
As of early July 2026, the project's Front End Engineering Design (FEED) had reached 79.56 percent, comfortably exceeding its planned target. State Secretary Prasetyo Hadi confirmed that strategic licensing processes and the completion of key facility designs remain on schedule ahead of the Final Investment Decision (FID) , which is targeted by the end of 2026. This represents a critical milestone in transitioning the project from the planning phase into full-scale construction.
The project has entered the construction stage after nearly three decades of development, making it one of the most anticipated energy infrastructure projects in Southeast Asia. The lengthy development timeline reflects the technical complexity of developing deep-water gas fields in the remote Masela block, located in the Arafura Sea off the coast of Maluku.
A standout feature of the Abadi Masela project is its integration of Carbon Capture and Storage (CCS) technology from the development stage — making it the first LNG project in Indonesia to incorporate CCS as a fundamental design element rather than a retrofit. According to State Secretary Prasetyo Hadi, the adoption of this technology reflects the government's commitment to developing a competitive and environmentally sustainable energy sector that supports Indonesia's broader energy transition goals.
The inclusion of CCS positions Indonesia as a regional leader in low-carbon LNG production, potentially giving the project a competitive advantage in markets where buyers increasingly prioritize emissions intensity — including Japan, South Korea, and the European Union.
The economic projections for the Abadi Masela project are remarkable by any measure. A study by the Institute for Economic and Social Research at the Faculty of Economics and Business, University of Indonesia (LPEM FEB UI) estimates the project will contribute approximately US$137.7 billion to Indonesia's gross domestic product through 2055. The project is also expected to create approximately 12,000 direct jobs during the construction phase, while generating increased revenues for both central and regional governments.
State Secretary Prasetyo Hadi further emphasized that the project "is expected to stimulate the growth of supporting industries, expand business opportunities for micro, small, and medium enterprises (MSMEs) , and create broad employment opportunities by prioritizing local workers from Maluku and the Tanimbar Islands District." This local content emphasis aligns with the government's broader economic nationalism agenda under President Prabowo.
The Abadi Masela LNG project represents a transformative opportunity for eastern Indonesia, a region that has historically lagged behind Java and Sumatra in infrastructure development and economic activity. By anchoring a major energy hub in Maluku, the project is expected to catalyze port development, transportation networks, housing, and service industries across the Tanimbar Islands and surrounding areas. The government has reaffirmed that National Strategic Projects will continue to be pursued in a "measured and sustainable manner to maximize benefits for the public."
For international investors and supply chain participants in the energy and infrastructure sectors, the Abadi Masela project signals Indonesia's long-term commitment to developing its hydrocarbon resources while embracing cleaner energy technologies. As the global LNG market continues to evolve, this project positions Indonesia to remain a significant player in meeting Asia's growing energy demand.
