The CKU Railway will follow a route traversing the Torugart Pass (3,752m), the highest point of the Tian Shan range on the China-Kyrgyzstan border:
- Chinese section (Kashgar to Torugart): 165 km — primarily upgrades to existing rail infrastructure at Chinese standard gauge (1,435 mm)
- Kyrgyz section (Torugart to Jalal-Abad): 260 km — the most challenging segment, requiring 48 tunnels totaling 52 km and 86 bridges spanning 21 km, through mountainous terrain with elevations exceeding 3,000m
- Uzbek section (Jalal-Abad to Andijan): 61 km — mostly flat terrain, connecting to Uzbekistan's existing rail network
The track will be built to Chinese standard gauge (1,435 mm) along the entire mainline, with break-of-gauge facilities at a terminal station in Andijan for transfer to the 1,520 mm gauge used by Uzbekistan and the broader Former Soviet Union (FSU) rail network. Total construction cost is estimated at $8.2 billion, with China providing 85% of the financing through preferential loans and the Silk Road Fund.

| Phase | Segment | Length | Target Completion | Estimated Cost |
|-------|---------|--------|-------------------|----------------|
| 1 | Kashgar–Torugart (upgrade) | 165 km | Late 2027 | $1.5 billion |
| 2 | Torugart–Jalal-Abad (main construction) | 260 km | Late 2030 | $5.2 billion |
| 3 | Jalal-Abad–Andijan + gauge interchange | 61 km | Mid 2028 | $1.5 billion |
The Kyrgyz section, being the most geologically complex, represents the critical path. Tunnel boring has commenced at three portals simultaneously, with China's China Railway Tunnel Group (CRTG) deploying six tunnel boring machines (TBMs) — the first time TBMs of this scale have been used in Central Asian rail construction.

According to the Asian Development Bank's Central Asia Regional Economic Cooperation (CAREC) assessment:
- Current China-Central Asia rail trade: Approximately 12 million tons annually, primarily traveling through the Alataw Pass (Kazakhstan) — a route that is nearing capacity
- Post-CKU completion (2031+): The CKU corridor is expected to carry 8-12 million tons annually, creating a parallel route that reduces shipping distance from China to Uzbekistan by 900 km and cuts transit time by 7-8 days compared to the current Kazakhstan route
- Cost savings: Estimated $150-200 per ton in logistics cost reduction for China-Uzbekistan trade, and $250-300 per ton for China-Turkmenistan-Iran corridor traffic
For Chinese Xinjiang region specifically, the railway is projected to boost the region's cross-border trade by 35-40% by 2032, positioning Kashgar as a dual-hub along with Horgos for China's westward trade.

- Agricultural exports: Kyrgyz and Uzbek dried fruits, textiles, and fresh produce will gain direct rail access to China's Xinjiang market, with refrigerated container capacity planned at 150,000 TEUs annually
- Mineral resources: Kyrgyzstan's Kumtor gold mine and Uzbekistan's Navoi mining region will benefit from reduced equipment and consumables logistics costs
- Industrial relocation: Uzbekistan's Free Economic Zones (FEZs) in Andijan and Namangan are marketing to Chinese manufacturing firms, offering 10-year tax holidays and direct rail connectivity to Kashgar's comprehensive bonded zone

The CKU Railway carries strategic significance beyond economics. By providing a railway corridor bypassing Kazakhstan — where Russia retains significant influence through the Eurasian Economic Union (EAEU) — the CKU route offers China and Central Asian states an alternative connectivity framework. Uzbekistan's observer status in the EAEU and its active role in the Shanghai Cooperation Organization (SCO) have facilitated the project's approval. Additionally, Kyrgyzstan's parliament ratified a 50-year concession agreement with a China-Uzbekistan joint venture for rail operations, ensuring long-term operational stability.
